The Energy Performance Certificate (known as the “energy certification certificate” prior to 2014) is a document required for real estate in connection with certain construction projects, sales, and leases. The energy certificate is issued by the relevant regional authority and must be prepared by an accredited professional. The purpose of the report is to determine the energy consumption of the building under analysis based on standardized usage patterns, in order to assign it an energy class.  The energy class allows for the comparison of buildings across the region and aims to increase the construction of high-performance buildings and the retrofitting of existing ones.

When Is an Energy Performance Certificate Required?

 

The Energy Performance Certificate must be provided in the following circumstances:
- upon completion of construction work on a new building to obtain an occupancy permit; -
upon completion of building renovation work to obtain an occupancy permit; -
in the case of the sale or purchase of buildings and individual real estate units (at the seller’s expense)
; - in the case of a lease, including leases of individual residential units (at the lessor’s expense)

An energy performance certificate must also be issued for insulation work that qualifies for federal tax credits for energy-efficiency improvements
